The first version got little traction. The White House is also examining how to enforce individual provisions, regardless of whether schools sign on, said May Mailman, the White House’s senior adviser for special projects. Ms. Mailman said Mr. Trump’s pressure campaign on universities had been “far greater than anyone could have expected.” ...
