PPIC's study of California higher ed shows that
net costs to undergraduate students at the three segments of public education
are a lot less than the gross total cost. (Top chart.) However, when it comes
to loans, it appears that at UC the loan debt in absolute dollar terms is
roughly the same across income levels. (Bottom chart.) Clearly, a given dollar
debt is more burdensome for lower income households than higher.
