As blog readers will know, the US Dept. of Justice (DOJ) gave UCLA/UC until September 2nd to decide whether to "negotiate."* Otherwise, it said, it would file a lawsuit. We know there have been contacts and discussions. We don't know if the DOJ will define whatever has occurred as "negotiations."
